The Elite Guard. Madigan Sawyer is supported by his Elite Guard, which is made up of the most influential men in the Wastelands. Before the Sundering, these men were largely the nobles who owned most of the land and industry. The Elite Guard was made to help guide the Wastelands and protect the interests of the elite families. They didn't dictate policy, but they made suggestions and had quite a bit of power thanks to the alliances they'd made with powerful men in the area. After the Sundering, several of those noble families were lost to both environmental and political dangers. When Madigan rose to control over the Elite Guard, the purpose of the guard changed. He drove most of the older men and nobles out, then replaced them with men he knew would be loyal to him: those he wanted to reward, as well as those he wanted to keep a close eye on. Mostly, the men he appointed were fellow slavers who took advantage of the chaos after the Sundering to gain more of a foothold in the Wastelands. (The Slaver's Caste had been moving in on the Wastelands before they were called the Wastelands, but their focus was on the coastal cities for the shipping routes before everything went underground.) These days, every man in the Elite Guard is the master of at least one slave training camp, and the slave trade is how the vast majority of Elite Guards earn such high incomes. This is cause for some interesting schisms among the guard: for example, they meet at a round table, which is what remains of an old pre-Wastelans tradition, but the virtuous reputation of the Elite Guard has been sullied in recent years. The men did what had to be done in order to establish order after the Sundering, and many of the towns under their control do not remember them kindly.
